Dwayne Louis Oliver transitioned to his eternal home on October 27, 2018. He was born September 23, 1956 to Robert L. Oliver, Sr. and Zelma H. Charles, in Kansas City, Kansas. Growing up in a God-fearing home with five brothers and four sisters, he was baptized and dedicated his life to Christ at an early age.

Dwayne attended the Kansas City, Missouri school district where he played football and graduated from Paseo High School in 1974. Moving forward, he furthered his education at the University of Northern Iowa where he received a Bachelor's of Art in History on July 2, 1978. While attending the University of Iowa, Grinnell college he held the position of resident advisor and obtained two Master's degrees, Secondary Education and Law.

During his lifespan, Dwayne prided himself as being an educator in the Kansas City, Missouri School District, as well as the University of Arkansas. In 1990, Dwayne relocated to Blytheville, Arkansas where he met and married his wife, Gracie. He also wrote grants, loved to cook, visited the sick and shut-in and helped anyone in need. He often lent a hand on many handyman jobs, calling himself  "the stupivisor," as he supervised more than he'd actually worked.

Dwayne leaves to cherish his memories: Gracie Oliver, wife; Zelma Charles (James, "Big Daddy") , mother; Children- Nyriece Oliver or Warterloo, Iowa, Dea Davis, and Juanise Oliver both of Kansas City, MO; Step-children- Judith Beaugard of Blytheville, AR, TaWanda Harris (Gerry) of Grady, AR, William Young II of Little Rock, AR, and Patricia Hill (Steven) of Blytheville, AR; Siblings- Barry Baker, Robbie Oliver (Mary), both of Kansas City, MO, Frank Baker of Sioux Falls, SD, Michael Baker of Kansas City, MO, and LaVance Owens of Souix Falls, SD, Brenda Pleasant (Don), Barbara Riggins, Tammie Rivera, Sharon Owens, James Sims (Vanessa), Zeno Sims, John Sims, and Robin Sims all of Kansas City, MO; 14 grandchildren; 13 great-grandchildren; four great-great-grandchildren, special friends- Veronica Moore, Edith Bowen, Pam Bowen, Delece Barker, and a host of other relatives and friends.
