Flora B. Williams was born in Pine Bluff, Arkansas on August 21, 1935 to Rhoda B. Wilkes Williams and Byrus "Byrd" Williams. Flora, whom her siblings called "Sister" was the eldest of 6 children, three of who preceded her in death, Jackson Williams, Leander Williams, and Eva J. Williams.

Flora moved to Kansas City, Missouri where she met and married William J. Burns. Two children were born to this union, William Michael Burns and Angela Marie Burns.

In the early 1970's Flora opened her own childcare center, Linwood Inn Nursery & Child Care Center which was located at 3145 Benton Boulevard in Kansas City, Missouri. As a thriving entrepreneur, Flora was recognized for her impeccable business integrity, her desire to help families, a notable community builder and her creativeness and ability to empower and teach the children that were enrolled at her center. Her high achievement of teaching children was spread when she was interviewed by Chi-Chi Williams [no relation to Flora] on a Channel 5 television show called Dimensions in Black. Flora was accompanied by Pamela Maxwell, a three-year old little girl that attended Flora's child care center. While on the show Pamela demonstrated the teaching abilities of Flora by reading a book which was on 1st grade level. Because of Flora, Pamela and other children were offered the opportunity to by-pass Kindergarten.

Flora was a wife, mother, friend, grandmother, business woman and extremely creative in many areas, one of which included being a great writer. She was a great woman of integrity and loved helping people. Many of her children's childhood friends still have great memories. Whenever it snows outside, Angela's friends talk about how Flora used to make them fresh homemade snow ice cream.

Flora leaves to mourn her children, William Michael Burns, Sr. [Rhonda], Angela M. Burns; brothers, Willie R. Williams [Annette], Andrew L. Williams; grandchildren, Daniele C. Summers, Dassie D. Summers IV [Kiara] and Demetrius D. Summers, William M. Burns, Jr. [Tanisha] and Dana Burns [Eddie]; 12 great grandchildren, nieces, nephews, family members and friends. Her friend, Barbara who lived in the building next door to Flora and was a great friend to her. Danielle, Dassie, Demetrius and their children and friends called Flora "Mudder" because when Danielle little she was unable to say the phrase "Ma Dear."
