Phillip Rodney Sims was born on November 5, 1948, in Kansas City, Kansas to Marshall and Isabell Sims.  Phillip was the third of four children.

Phillip was educated in the Kansas City, Kansas School District.  Phillip later went to Denison Job Corp Center in Denison, Iowa.   Phillip's last place of employment before he became disable was Downtowner Car Wash in St Paul, Minnesota.

During childhood, Phillip was a member of Eight Street Baptist Church in Kansas City, Kansas under the leadership of I. H. Henderson, Sr.  Phillip was currently attending church services at The Salvation Army Southland Corps Church at Booth Manor under the leadership of Ivier and Brenda McSwine.

Phillip hobbies were playing pool and basketball.  Phillip also enjoyed watching old western movies.

Phillip was preceded in death by both parents; sister, Betty Sims-Mckindra; brother, Charlie Sims; and a niece, Cheril Sims-Simpson.

He leaves to cherish his memory, his sister, Sandra Sims-Toney of Grandview, Missouri; four nieces, Karla Robinson (Trent) of Independence, Missouri, Cherie Stansbury of Raytown, Missouri, Kelli Henry (Steve) of Kansas City, Kansas and Tiffany Toney of Grandview, Missouri; three nephews, Charles Sims of St. Paul, Minnesota, Cameron Mckindra (Kim) of Kansas City, Kansas, and Robert Toney, Jr. of Lawrence, Kansas; several great nieces, nephews, cousins and friends; two sisters in love, Frances Gilbert and Ella Harris.
